Wow! I would build a relaxing place to sit and read while the kids play, and for summer family dinners!
If I had $4,000 to use towards building my own “backyard oasis”, I would start with building a SAFE deck (as the one we just removed was rotting and VERY dangerous to use). I would then put up a privacy fence and a locking mechanism that our autistic son would not be able to go through (he is a “Houdini/escape artist”, and then create a play center that he, along with his siblings, could play in. Couple these things with some tasteful landscaping, and our little yard could DEFINITELY be our own “Backyard Oasis”!
